Richardson Homeowners Planning a New Roof

Richardson had 119,469 residents at the 2020 Census and an estimated 118,542 in July 2025, spread over 28.57 square miles. About half of its homes, 50.7%, are owner-occupied, and the median owner-occupied value was $431,400 for 2020–2024.

The city straddles Dallas and Collin counties; the Collin County part, called the panhandle, mostly sits in Plano ISD. This site doesn't roof anything itself. Your request goes to one independent roofer serving Richardson, who inspects and writes up the job.

Richardson Houses and Neighborhoods

Richardson was founded in 1873, and the railroad named it for A.S. Richardson, secretary of the Houston & Texas Central Railway. The town incorporated in 1925 and chose Thomas F. McKamy as its first mayor. Growth came fast after World War II: roughly 1,300 people in 1950 and 5,000 by 1956. Today the city calls itself the heart of the Telecom Corridor area.

We found no official year-built figure for Richardson homes, so ask the roofer to check the decking and note what's under the shingles. Southeast Richardson, including the Richland Park neighborhood, saw a long rebuild after the 2019 tornado.

How Richardson Requests Work

One roofer takes each request, and the first visit is a free inspection.

  • Whole-roof replacement. Richardson calls for a permit once work passes 25% of the total roof area, plus a deck inspection where it applies. See full roof replacement.
  • Storm and wind damage. A roofer can record and cost out damaged shingles and flashing; settling the claim stays between you and your insurer. More on storm and hail damage.
  • Metal roofing. Metal costs more per square foot than shingles, as the cost rows below show. More on metal roof replacement.
  • Shingle roofing. Class 4 shingles that pass UL 2218 may earn an insurance discount; amounts vary by insurer. More on shingle roof replacement.
  • Repairs first. Jobs under the 25% line need no Richardson roof permit, so a patch may come first. More on roof repair.

Storms That Reached Richardson

On October 20, 2019, an EF3 tornado with peak winds of 140 mph cut a 15.76-mile path across North Dallas. The NWS Fort Worth survey says it weakened and took a sharp turn north near Richardson Square, ending 2 miles southeast of Richardson.

In June 2019, a weekend storm downed trees and damaged property, and the city's building official urged residents to hire only city-registered contractors. In February 2021, the city counted 17,493 homes, facilities and businesses without power at once and 26 water main breaks, and FEMA's DR-4586 declaration took in Collin County.

Richardson's Permit Rules for Re-Roofs

The City of Richardson Building Inspection Department sits at 2360 Campbell Creek Blvd., Suite 550, and answers at 972-744-4180, Monday through Friday, 8 a.m. to 5 p.m. A permit is required for roof work over 25% of the total roof area. The city inspects the roof deck when that applies, then does a final inspection once the job is done.

Two more city rules matter. All contractors must be registered to work in Richardson, and the approved permit has to be posted at the house before work starts. The city's own storm page notes that Texas sets no state license or insurance rule for roofers, and it tells residents to phone 972-744-4180 to check a contractor's registration and permit. Your roofer pulls the permit.

Why Ask Here in Richardson

If your family spends Saturdays at Breckinridge Park, the 417-acre park near Renner and Brand roads with 12 soccer fields and a 10-acre lake, you already know the panhandle side of town. We cover both sides of the county line, so a Collin County address and a Dallas County address get the same free inspection.

  • Watch for deductible offers. Texas law makes the homeowner pay the deductible, so a roofer who promises to cover or rebate it is a roofer to skip.
  • A number for complaints. The Texas Attorney General's Consumer Protection hotline is 800-621-0508. For insurer trouble, call the Texas Department of Insurance at 800-252-3439.

Local Questions About Roofs

Does it matter which county my Richardson house is in?

For the roof permit, no. The City of Richardson Building Inspection Department handles permits on both sides of the county line. The county mainly decides which appraisal district values your home: Dallas Central for the Dallas County side, Collin Central for the panhandle. Your roofer still pulls the permit through the city.

How much of the roof can be redone before Richardson needs a permit?

The city's line is 25% of the total roof area. Any replacement, re-cover or repair beyond that requires a permit, a deck inspection where it applies, and a final inspection. If the damage is close to that line, ask the roofer to measure it and call Building Inspection at 972-744-4180 to confirm.

Was Richardson touched by the October 2019 tornado?

Yes. NWS Fort Worth rated the October 20, 2019 storm an EF3 with 140 mph peak winds. It weakened and turned north near Richardson Square, and city news later covered rebuilding in southeast Richardson, including Richland Park. If your roof was patched after that storm rather than replaced, an inspection can show how the repair is holding.

What should I see at the house before work begins?

An approved permit, posted at the property. Richardson requires it before any work starts. Before signing, also get proof that the roofer is registered with the city, proof of liability and workers' compensation insurance, and a written, itemized contract. On an insurance job, the contract should print the Texas deductible notice.
